WEST WHITTIER–LOS NIETOS, Los Angeles County — October 29, 2026. A proposed five-story, 60-apartment building at 7914 Broadway Avenue secured key approvals from Los Angeles County in September. The project is in unincorporated West Whittier–Los Nietos, near Washington Boulevard, and is part of the county’s broader effort to accommodate housing in existing neighborhoods.
What does the approval cover?
The county’s September 15, 2026 Board of Supervisors agenda identifies project PRJ2022-000557, including a General Plan amendment, zone change, administrative housing permit and site-plan review for the development. The county describes the site as within the Whittier Downs Zoned District and the Gateway Planning Area and names Marisela Garcia as the applicant.
One linked General Plan action changes the land-use designation on approximately 0.85 acre from H9, which allows up to nine dwelling units per net acre, to H50, which allows 20–50 dwelling units per net acre. Development approval does not mean the building has been erected, leased or occupied.
How many apartments would be affordable?
Independent real-estate publication Urbanize LA reported September 17 that seven units would be reserved as deed-restricted housing for very-low-income tenants in exchange for density-bonus incentives. The same report describes one-, two- and three-bedroom homes with parking in an adjoining surface lot. Residents should refer to recorded covenants and the final housing permit for binding eligibility rules; affordability is not the same as a currently open application or waitlist.
Why the location is significant
The project sits near Washington and Norwalk boulevards, corridors that already serve local travel needs. A future Metro E Line extension is planned for the region, but transit plans are not a guarantee of a station opening date or that the apartments will be completed on the same timeline.
What should neighbors follow next?
Key unanswered questions include demolition and building-permit dates, traffic and construction management, parking arrangements, design details and the process for applying for the affordable units once the project advances. The county approval record should be distinguished from later construction and occupancy permits.
